Ho Chi Minh City to Expand National Highway 13 by 2026 – A Key Infrastructure Breakthrough

Ho Chi Minh City is set to launch the expansion of National Highway 13, one of its most vital transportation arteries connecting the city center with Binh Duong and Binh Phuoc provinces.
The project will begin construction in Q4 2026 and is scheduled for completion in 2028, significantly reducing traffic congestion at the northeastern gateway of the city.

According to the proposal submitted by the Department of Construction, the project is part of a group of road upgrade initiatives executed under the BOT (Build – Operate – Transfer) model.

The section to be expanded spans 6 kilometers, from Binh Trieu Bridge to Vinh Binh, including part of the road formerly belonging to Binh Duong province. Once completed, the highway will expand from 4–6 lanes to 10 lanes, with a total width of 60 meters, landscaped green corridors, and modern utility infrastructure on both sides.

A key feature is a 3.2 km elevated section with four lanes, flanked by parallel surface roads, designed to boost traffic capacity and improve flow throughout the corridor.

National Highway 13 - Investment Scale, Timeline, and Infrastructure Impact

The total investment is estimated at nearly VND 21,000 billion, of which VND 14,600 billion will come from the city’s budget for land compensation, resettlement, and support, while the remaining VND 6,281 billion will be financed by the BOT investor for construction and expansion works.
The cost recovery period is projected at 18 years and 4 months.

Planned timeline:

  • Q4/2025: Completion and approval of the feasibility study for component project 2.

  • Q1–Q2/2026: Investor selection and bidding process.

  • Q4/2026: Official groundbreaking ceremony.

  • 2028: Project completion and operation.

Approximately 1,055 households and organizations will be affected, including over 200 households requiring full relocation. The Hiep Binh Ward People’s Committee (Thu Duc City) confirmed that all land and property surveys have been completed, with more than 830 cases verified for legal status. Compensation payments are expected to begin by December 2025, ensuring timely project implementation.

Stretching over 140 kilometers, National Highway 13 connects Ho Chi Minh City – Binh Duong – Binh Phuoc, serving as a crucial transport axis in the city’s northeast. However, growing population density and heavy logistics traffic have led to chronic congestion, particularly near Binh Trieu Bridge, where ongoing bridge upgrades have intensified delays.

In addition to Highway 13, three other major road upgrade projects under the BOT model — National Highway 1, National Highway 22, and the North–South axis — are being accelerated to enhance connectivity and create a more integrated transportation network across Ho Chi Minh City and neighboring provinces.
