After 30th Sept – New Normal at Ho Chi Minh City

In order to effectively implement measures to prevent and control the Covid-19 epidemic and restore the city’s socio-economic development from 0:00 on October 1, the City People’s Committee Ho Chi Minh City has directed relevant departments and branches to urgently advise and develop a draft Directive on the adjustment of safe and flexible adaptation measures, effective control of the epidemic and socio-economic recovery in the city.

Ho Chi Minh City has passed the peak of the epidemic

The epidemic situation in Ho Chi Minh City is more optimistic when the rate of serious patients requiring mechanical ventilation decreases. The number of patients discharged from hospital increased every day, on September 25 was 3,495 people.

During the large-scale testing from September 22 to September 25, the overall positive rate of at-risk areas in Ho Chi Minh City decreased from 0.4% to 0.2% of the total number of samples taken.

Ward authorities, in collaboration with neighborhood groups in Ho Chi Minh City, have dismantled and narrowed the barriers blocking hundreds of alleys after many months of establishment.

From September 22 to September 30, the city deployed a peak of large-scale testing. In which red and orange areas (high risk and very high) are tested every 2 days for all people. Yellow and green areas are tested every 4 days for representative of the household. Thus, the health sector took two samples in the green and yellow zones; three batches for red and orange zones, totaling more than one million samples per day.

The total number of discharged patients in the city so far is 190,573 people. In addition, the city has administered a total of 9,441,815 injections, of which 6,814,687 first shots and 2,627,128 second injections.

Many activities are expected to be reopened such as production, trade… with specific requirements for vaccines and testing

Ho Chi Minh City allows organizing outdoor and indoor gatherings (meetings, trainings, seminars…) with a maximum of 10 people; In case 100% of participants have been vaccinated with the full dose of vaccine or recovered from Covid-19 disease, a maximum of 50 people can be gathered.

Production and business organizations and individuals are allowed to operate and must meet two conditions: Employ all direct workers with Covid-19 Green Cards and ensure compliance with the set of Covid-19 epidemic prevention and control in all fields.

With traffic activities, traffic control: Ho Chi Minh City continues to maintain 12 checkpoints for entry/exit to the city and 39 checkpoints at gateways bordering the provinces. Ho Chi Minh City also proposed to open a number of international and domestic routes to and from Tan Son Nhat International Airport.

  • Enterprises, production and business establishments in industrial parks, export processing zones, high-tech zones, Quang Trung Software Park and Thu Duc City
  • Cooperatives and households engaged in agricultural, forestry and fishery production and business; agricultural production support services, veterinary facilities, veterinary practitioners
  • Traffic works, construction
  • Commercial service business activities
  • Locations of physical training, sports, cultural and art activities
  • Weddings can hold up to 50 people, funerals up to 20 people. Both activities must be supervised by local medical staff
  • With educational activities, HCMC continues to teach online. Types of training for groups 18 years of age and older, who have been vaccinated with full doses of vaccines, can teach-study directly if they ensure the safety criteria as prescribed
