Happy One Elite Tam Binh 2026: Van Xuan Group Breaks Ground on ~800 Apartments in Thu Duc — Indicative Price, Location and 5 Checks Before You Reserve

Short answer: Happy One Elite is a new apartment project by Van Xuan Group at 218 Tam Binh Street, Tam Binh ward (former Thu Duc City), the north-eastern gateway of Ho Chi Minh City. The developer held a ground-breaking and test-piling ceremony on 15 October 2026 and, on the evening of 19 October, signed 22 sales agencies plus Savills Vietnam as property-management consultant. Scale: one tower of 25 storeys over 2 basements on an 8,760 m² site, about 784 units (the press rounds this to “nearly 800”). The developer has hinted at a price of about VND 59.8 million per m² — there is no official price list yet, and the company says it is still completing the legal file before launch (VnExpress, 22 October 2026; Thi truong Tai chinh Tien te, 15 October 2026).

Realtique’s reading of the developer’s announcements and press coverage from 15–22 October 2026: the number that matters is not “800 units” but where the price sits. Around VND 59.8 million/m² puts Happy One Elite below the average condo asking price in Ho Chi Minh City in Q3 2026 (VND 69 million/m²) and level with new projects in Thuan An (former Binh Duong) — yet inside the city limits, next to the Pham Van Dong – National Highway 13 corridor. This article covers what the project is, what that price compares to, which infrastructure around Tam Binh is actually under way, whether foreigners and overseas Vietnamese can buy, and five checks before you reserve while the legal file is still open.

What Is Happy One Elite — 8,760 m² Fronting Tam Binh Street

Happy One Elite is the sixth project in Van Xuan Group’s Happy One apartment line, at 218 Tam Binh Street, Tam Binh ward (formerly part of Thu Duc City), on the north-eastern edge of Ho Chi Minh City. The figures below were published by the developer at the ground-breaking on 15 October 2026 (Thi truong Tai chinh Tien te; syndicated by Markettimes and Nhip song Kinh doanh) and at the signing event of 19 October (VnExpress, 22 October):

Two figures circulating on broker sites — a unit mix of 1–3 bedrooms at roughly 45–85 m², and a handover target of October 2028 — have no official source. Realtique leaves them out of the table; treat them as unverified until the developer puts them in writing.

Two Milestones in One Week: Ground-Breaking on 15 October, 22 Agencies Signed on 19 October

Within five days the project passed two verifiable milestones:

  • 15 October 2026 — ground-breaking and test piling at 218 Tam Binh, attended by local authorities, the main contractor and the foreign design consultants. Test piling checks soil and load parameters before mass piling — the project is at the start of foundation works, not yet building the tower.
  • 19 October 2026 — “On Board with Happy One Elite” signing aboard Saigon River Cruises: the brand identity was unveiled, 22 sales partners from the south and north were signed (Van Xuan Service, T&A Corp, Mapleland and Pita Land in the south; Indochine in the north; the rest are agency alliances), and Savills Vietnam was appointed management consultant. It was here that the developer hinted at about VND 59.8 million per m².

Earlier, in July and September 2026 (Tien Phong, Viet Nam News), Van Xuan Group referred to the scheme only as “Happy One Tam Binh” and planned a launch towards the end of 2026. The trade name Happy One Elite has been used officially since the 15 October ceremony. There is no sales-launch date and no price-list date — any “November launch” being quoted comes from agencies, not the developer.

An Indicative ~VND 59.8 Million/m²: Where Does It Sit on Ho Chi Minh City’s Price Ladder?

To read that figure, Realtique puts it next to the new projects along major infrastructure corridors listed in Batdongsan.com.vn’s Q3 2026 report (listing-based reference prices, not developer price lists):

Project / benchmarkAreaReference price (VND m/m²)
Nexus Zone (Masterise Homes)East – former District 2124
Imperia Sensa Park (MIK Group)East – Vo Chi Cong87
Gladia Heights (Khang Dien & Keppel)East – Vo Chi Cong83
HCMC condo asking average, Q3 2026City-wide69
Norton Park (Gamuda Land)Thuan An, former Binh Duong63
Happy One Elite (Van Xuan Group)Tam Binh, former Thu Duc~59.8 (indicative)
Vinhomes Saigon ParkNorth – Hoc Mon54
SkySOLIS (SkyWorld)Thuan An, former Binh Duong47

Three takeaways. First, ~VND 59.8 million/m² is about 13% under the city-wide condo asking average and only half to two-thirds of the eastern cluster (Vo Chi Cong, former District 2) — this is the mid-to-upper-mid segment, not luxury. Second, it matches Norton Park in Thuan An, but Happy One Elite sits inside Ho Chi Minh City’s boundary, so on residence registration, schools and buyer psychology it competes directly with the former-Binh-Duong projects now drawing city buyers. Third, a hinted price is usually the gross-area, pre-VAT figure for standard stock; high-floor, corner and view units will cost more — Realtique’s rough estimate for a 60–65 m² two-bedroom at this level is about VND 3.6–3.9 billion before VAT (roughly USD 140,000–150,000 at current rates).

Context to keep in mind: in Q3 2026 primary apartment transactions in Ho Chi Minh City fell to about 1,600 units, down 72% year on year (One Mount Group), with Savills reporting an absorption rate near 25%; preferential mortgage rates for the first 12 months commonly run 8.5–11.5% a year (VnExpress, 22 October 2026). A developer launching now has to compete on price and payment schedule — which is why a former-Thu-Duc project is pricing like the suburbs.

Tam Binh’s Location: Pham Van Dong, the Highway 13 Widening and Two Metro Lines Still on the Drawing Board

Tam Binh ward sits between Pham Van Dong Boulevard, National Highway 13 and Ring Road 2 — long the “price trough” of former Thu Duc because it is farther from the centre than Thao Dien or An Phu. The value of the location depends on three groups of works, and none of them is finished:

ProjectStatus, October 2026What it means for Tam Binh
National Highway 13 widening (Binh Trieu bridge → former Binh Duong border)HCMC is pushing procedures; planned 60 m, 10–14 lanes, with an elevated road and underpasses (Cau Duong Viet Nam, Oct 2026)The route into the centre via Binh Trieu gets relief — see Realtique’s Thu Duc guide for the wider map
Binh Trieu intersectionGeotechnical surveys under way, pre-investment stage (Cau Duong Viet Nam, Oct 2026)Meeting point of Highway 13, Pham Van Dong and future metro lines
Thu Dau Mot – HCMC metro (“Binh Duong Line 2”)Alignment being re-studied; the depot is proposed for study in Tam Binh ward — a consultation option only (Cau Duong Viet Nam, Oct 2026)If confirmed, Tam Binh would get the depot and the HCMC-end terminus; if not, the line still runs along Highway 13 close to the site
Metro Line 1 extension Suoi Tien – Binh Duong New City (~32 km)Ground-breaking planned for December 2026 (Batdongsan.com.vn, Q3 2026)Does not pass Tam Binh; indirect network benefit

Realtique untangled the two different “Metro Line 2” schemes that are often confused in the article on five metro lines breaking ground in late 2026. For a Happy One Elite buyer the point is simple: do not pay extra for infrastructure that is not yet decided. The Tam Binh depot is a study option; Highway 13 is at the procedure stage. The ~VND 59.8 million/m² price reflects a “no metro yet” location — which is why it is low. Evidence on what a metro station does to apartment prices (Line 1: roughly 2.4x in ten years around stations) is in What is TOD?.

Who Is Van Xuan Group — the Happy One Line and Its Delivery Record

Van Xuan Group was founded in 2005 in Ho Chi Minh City and positions itself in the mid-market segment: in both 2025 and 2026 it won “Best Mid-Market Residential Developer Vietnam” at the Dot Property Vietnam Awards (ceremony 30 July 2026 — Tien Phong, Viet Nam News). The Happy One line to date:

Happy One projectAreaStatus (per developer)
Happy One CentralThu Dau Mot, former Binh DuongHanded over and operating
Happy One SoraLinh Xuan, former Thu DucTopped out, structure completed July 2026
Happy One MoriLai Thieu, former Binh DuongUnder construction
Happy One EliteTam Binh, former Thu DucGround broken 15 Oct 2026, preparing to launch

How to read this record: Van Xuan is a mid-sized developer delivering on schedule in the mid-market, not a luxury house. The developer describes Happy One Elite as a step up from its earlier projects — visible in the foreign design firms (Ong & Ong, Belt Collins) and the management consultant (Savills). Buyers should test that promise against the show flat when it opens, not against renderings.

Can Foreigners and Overseas Vietnamese Buy at Happy One Elite?

As of 23 October 2026: not yet. Under current rules a foreign individual may only buy apartments in projects that appear on the list of projects open to foreign ownership published by the HCMC Department of Construction, capped at 30% of the units in each building, with a 50-year renewable ownership term. The latest HCMC list Realtique tracks holds 164 projects (batch added 19 October 2026) and Happy One Elite is not on it — normal for a project that is not yet licensed to sell off-plan homes.

  • Foreign buyers: do not reserve expecting to hold title until (1) the project has its sales-eligibility letter and (2) it appears on the list. If a seller says a “foreign allocation will come”, get it written as a refund clause.
  • Overseas Vietnamese who still hold Vietnamese citizenship: buy and own as domestic citizens — outside the 30% quota and the 50-year limit. People of Vietnamese origin with only a foreign nationality are treated as foreigners.
  • Buy-to-let investors: the rental pool around Tam Binh – Pham Van Dong is mostly young families and professionals working in former Binh Duong; Realtique has no rent data for this project and gives no yield figure.

General conditions, how to check the quota and the city-wide list: Vietnam’s 30% foreign ownership quota explained.

Five Checks Before You Reserve (the Legal File Is Still Being Completed)

  1. Does the project have its letter confirming eligibility to sell off-plan homes? The developer says it is still completing the legal file — so no. Before that letter, a “reservation/booking” payment is not a deposit under a sale contract: read the refund clause, the time limit and who receives the money (developer or agency).
  2. Construction permit and investment approval — issued to which legal entity, and for the 8,760 m² site at 218 Tam Binh? A test-piling ceremony is not a permit for the tower.
  3. Bank guarantee for the handover obligation: off-plan sales must be guaranteed by a bank — ask which bank and who pays the guarantee fee.
  4. Is the price per gross or usable square metre, and does it include VAT and the 2% maintenance fund? “~VND 59.8 million/m²” only means something once you know the basis. Ask for a unit-by-unit price list with the payment schedule.
  5. Payment schedule and interest support: the draft amended Law on Real Estate Business submitted to the National Assembly on 22 October 2026 proposes a first instalment capped at 30% of contract value (including a 5% deposit) and moving the final 5% into an escrow account until the ownership certificate is issued — still a draft, vote expected 21 November 2026, effective 1 July 2027 if passed (VnExpress, 22 October 2026). Contracts signed before then follow current law.

Realtique will update this article when the sales-eligibility letter, an official price list or a foreign-ownership listing appears.

Frequently Asked Questions

Where is Happy One Elite and who is the developer?
Happy One Elite is at 218 Tam Binh Street, Tam Binh ward (former Thu Duc City), Ho Chi Minh City, developed by Van Xuan Group. It is the sixth project in the Happy One line and held its ground-breaking and test-piling ceremony on 15 October 2026.

How many units and how tall is Happy One Elite?
Per the developer’s announcement of 15 October 2026, the project is one tower of 25 storeys plus 2 basements and a roof level on an 8,760 m² site, with about 784 units (press reports round this to nearly 800) for roughly 1,200 residents.

What is the price of Happy One Elite?
The developer hinted at about VND 59.8 million per m² at the 19 October 2026 signing; there is no official price list. That is below Ho Chi Minh City’s average condo asking price in Q3 2026 (VND 69 million/m²) and level with new projects in Thuan An, former Binh Duong.

Can foreigners buy at Happy One Elite?
Not yet, as of 23 October 2026. The project is not on the HCMC Department of Construction’s list of projects open to foreign ownership and is still completing its sales licence. Overseas Vietnamese who hold Vietnamese citizenship buy as domestic citizens.

Should I reserve a unit before the project is licensed to sell?
A reservation is a civil agreement, not a deposit under a sale contract. Only reserve if the refund clause is clear, and check the construction permit, bank guarantee and price basis (gross or usable area, VAT, maintenance fund) before signing. This is not legal advice.

⚠️ Note: Scale, ground-breaking date and indicative price come from Van Xuan Group’s announcements via the press on 15 and 22 October 2026; there is no official price list and no sales-eligibility letter yet. Unit mix and handover dates circulating on broker sites are unconfirmed by the developer. Infrastructure milestones (Highway 13, Binh Trieu intersection, Tam Binh metro depot) are plans or study options and may change. The per-unit estimate is Realtique’s own. This article is not legal or investment advice.
