Lusso Saigon WorldHotels Residences at La Pura (Highway 13): BWH Names It Asia-Pacific’s Largest, Metro Station C9 Planned Opposite, Handover 2027–2028 — 5 Things to Check Before You Reserve

Short answer: Lusso Saigon WorldHotels Residences is a branded-residence tower (apartments run to hotel standards under a hotel brand) developed by Phat Dat Real Estate Development Corp. (PDR) inside its La Pura township on Highway 13 — the former Thuan An area of Binh Duong, which became part of Ho Chi Minh City in the 2025 merger — and managed by WorldHotels, a brand of BWH Hotels. The project launched in March 2026; on 17 October 2026, at the Lusso Awards, BWH Hotels named it the largest WorldHotels Branded Residences complex in Asia-Pacific. The developer’s stated handover window is 2027–2028, timed with the widening of Highway 13 to 60 m, and station C9 of the Thu Dau Mot – Tao Dan metro is planned opposite La Pura (Dan Tri, 20 Mar 2026; Bao Dau Tu, 9 Mar 2026; VnExpress, 19 Oct 2026; VnExpress, 23 Oct 2026).

Realtique’s reading of everything published up to the morning of 26 October 2026 comes down to three points a buyer should get right before the title does the thinking for them: “largest” ranks size within the WorldHotels system, not quality or price; the unit mix and prices have not been published by the developer through the press (one distributor announcement speaks of “two towers, about 1,136 apartments”; figures on brokerage sites are unverified); and both infrastructure milestones tied to the project are still plans — Highway 13 is due at the end of 2028, and the metro only had its land-clearance plan approved on 24 October 2026 with construction pencilled in for December. For anyone weighing a branded apartment at the city’s north-east gateway, this article separates what is settled from what is expectation, then lists five things to verify before reserving. For the category itself, see what a branded residence is and where Vietnam ranks. This is not investment advice.

What Lusso Saigon Is, Where It Is, Who Is Behind It — and What “La Pura” Means

La Pura is Phat Dat’s township on the Highway 13 corridor in the former Thuan An area of Binh Duong — part of Ho Chi Minh City since the 2025 merger, bordering the old Thu Duc City. Before Lusso Saigon, Phat Dat introduced two precincts, Zenia and Risa by La Pura; Lusso Saigon is the branded-residence tower, launched on 20 March 2026 under the WorldHotels Residences brand (Dan Tri, 20 Mar 2026). The announcement of the strategic distributor (event of 18 March) describes the project as “two towers with about 1,136 apartments” on the Highway 13 axis at the city’s eastern gateway (VnExpress, 3 Apr 2026); October coverage puts its frontage on Highway 13 at about 300 m (VnExpress, 23 Oct 2026).

Who is WorldHotels? A soft brand — an affiliation brand for independent hotels — inside the BWH Hotels family, the group behind Best Western. According to the March announcements, WorldHotels has more than 55 years of history, about 160 hotels and resorts and close to 50,000 rooms across the US, Mexico, China, Singapore, Thailand, Australia, Italy and other countries (Bao Dau Tu, 9 Mar 2026; CafeLand, 9 Mar 2026). Its role at Lusso Saigon is operations management of the tower — a “live-in apartments, hotel services” model, not a hotel renting rooms by the night.

Why “Saigon” in the name when it is not downtown? It is a commercial name. The actual location is the north-east gateway, on Highway 13 in former Thuan An — the same metro corridor where three other projects are selling (Norton Park, SkySOLIS, Setia Edenia), all listed in our hub on the five metro lines breaking ground in late 2026. Buyers used to District 1 or Thu Thiem pricing should read this project in the price band and tenant pool of this area.

17 October 2026: What BWH’s “Largest in Asia-Pacific” Title Means — and What Has Not Been Published

On the evening of 17 October 2026, at the Lusso Awards 2026, BWH Hotels recognised Lusso Saigon WorldHotels Residences as the largest WorldHotels-branded residences complex in Asia-Pacific; the certificate was signed by Olivier Berrivin, Vice President of WorldHotels APAC, and presented alongside Fraser McKenzie (Managing Director, Operations, BWH Hotels Asia) and Bui Quang Anh Vu (CEO of Phat Dat) (VnExpress, 19 Oct 2026).

Read the title correctly: “largest” compares scale among WorldHotels Residences projects in the region — a system that still has very few residential projects. It says nothing about location tier, price or build quality; and it is a recognition from the operating partner for a project it is contracted to, not an independent ranking. Treat it as a sign that the brand agreement is signed and the partner has committed to the project’s scale — no more.

Three things not found in the press as of 26 October:

  • Unit mix and floor count. The distributor announcement says two towers, about 1,136 units (apartments, officetels and shophouses according to project sites); Dan Tri’s launch report simply says “a tower”. The 39–40-floor figure appears only on brokerage pages. Realtique does not use these numbers as a basis for advice.
  • Prices and payment terms. No press report gives a price. Figures circulating on brokerage sites (“from VND 2 billion per unit”, “about VND 48 million/m²”) are unverified — ask for a developer-stamped price list.
  • The Department of Construction’s notice that the units are eligible for sale (future-formed housing) and the construction permit for the tower — not yet published. This is what decides whether you are “reserving” or actually signing a sale and purchase agreement.

The Hotel-Managed Model: 63 Services, a 16-Hour Concierge — and the Question of Fees

According to the developer, residents will have access to up to 63 services, standard and add-on; a Concierge, Bellman and Doorman team is planned for 6:30 am to 10:30 pm daily (16 hours); the Concierge handles restaurant bookings, travel planning, wellness and family services, in-home meals and apartment care while residents travel; the BW Rewards loyalty programme is “being proposed” (VnExpress, 22 Oct 2026; VnExpress, 23 Oct 2026). Amenities announced in March: a three-level Lusso Plaza retail podium, about 20,000 m² of Japanese–Korean–Vietnamese-style retail streets, a cinema, a Japanese clinic, two in-township schools, a Sky Pool on level 20 and pickleball courts (Dan Tri, 20 Mar 2026).

What Realtique always asks about a branded residence: hotel services are not free. Three questions need written answers before you sign:

  1. What is the management/operating fee per m² per month, what does it cover, and which of the 63 services are pay-per-use?
  2. How long is the brand and operating agreement between Phat Dat and WorldHotels, what are the renewal and termination terms, and how does the building run if it ends?
  3. Can owners let their units themselves, or must they go through an operator rental programme (if any) — revenue split, owner-use nights?

Ho Chi Minh City already has a handful of branded residences downtown at very different prices (luxury apartment price tiers 2026); Lusso Saigon brings the model to a gateway location and a more accessible segment, so the fee schedule — not the brand name — is the variable that decides real rental cash flow.

Infrastructure Tied to the Project: Highway 13 Widening and Metro Station C9 — What Is Firm and What Is Still a Plan

Highway 13 widening to 60 m: the section from Binh Trieu bridge to the former Binh Duong boundary is about 5.9 km, 10–14 lanes, including 3.75 km of elevated road (4 lanes, Binh Trieu bridge to the Binh Phuoc interchange) and 8–10-lane frontage roads; the BOT component is over VND 6,276bn (including interest), the whole project about VND 21,000bn including compensation and resettlement; implementation 2026–2028, opening targeted for end-2028 (Cau Duong Viet Nam, 25 Aug 2026). Project coverage also notes Highway 13 is already 8 lanes, with the 10–14-lane upgrade due at end-2028 (VnExpress, 23 Oct 2026).

Thu Dau Mot – Tao Dan metro (the “Binh Duong Line 2”): 33.2 km (17.8 km underground), 24 stations — 11 elevated (C0–C10) and 13 underground (C11–C23), with a 26.8 ha depot at Hiep Binh Phuoc; on 24 October 2026 the HCMC People’s Committee approved a VND 36,586bn compensation, support and resettlement project funded from the budget, recovering about 85.8 ha from about 2,652 cases across 16 wards; construction is planned to start in December 2026 (Tuoi Tre, 24 Oct 2026). Preliminary total investment is about VND 110,000bn, with completion targeted for 2030 (Thanh Nien, 26 Oct 2026). Station C9 is planned opposite La Pura, linked by a pedestrian overpass — this comes from project coverage (VnExpress, 23 Oct 2026); station positions sit on the alignment approved in early October, but station design, access links and an opening date do not yet exist. Realtique’s reading: handover in 2027–2028 may arrive before either the finished Highway 13 or a running metro. Anyone buying to live in or let out during the first two or three years should underwrite on today’s traffic conditions (Highway 13 under construction), not on 2030.

The Target Tenant Pool: “45,000–55,000 Foreign Professionals” — How to Read the Developer’s Number

At launch (March 2026) the developer put the area’s pool of foreign professionals and skilled workers at FDI companies at about 45,000 (Dan Tri, 20 Mar 2026; Bao Dau Tu, 9 Mar 2026); October coverage raises it to nearly 55,000 and names this group as the long-term tenants the project targets (VnExpress, 23 Oct 2026). Both are developer figures without an independent statistical source; Realtique records both and does no arithmetic on them.

What is sound in the argument: the Highway 13 – Thuan An – Di An corridor is an old industrial-park belt (VSIP, Song Than, Dong An…) where Japanese, Korean, Taiwanese and Singaporean managers work; demand for serviced apartments here is real, and a tower with a concierge, a Japanese clinic and Japanese–Korean retail streets packages that demand well. What needs checking: what housing budgets those managers have (usually paid by employers within a band), where they live today (Thao Dien, existing serviced apartments in Thuan An and old Binh Duong), and how much new supply along the same corridor a thousand-plus-unit tower will compete with at handover — Happy One Elite Tam Binh (nearly 800 units at the same gateway), Norton Park, SkySOLIS and Setia Edenia are all selling at the same time.

How Realtique works it with clients: take achieved rents (not asking rents) from three or four serviced-apartment buildings operating within 5 km, deduct the branded-residence management fee, deduct vacancy, then set the result against post-cut deposit rates — the framework is in our four-asset comparison for 2026. If net yield lands at 3–4% a year, the title does not change the arithmetic.

Foreigners and Overseas Vietnamese: Renting Is Open Now; Buying Needs the Eligible-Project List and the 30% Quota

Renting: a foreigner renting an apartment in Vietnam does not need the project to be on any list — this is exactly the tenant Lusso Saigon targets. Buying: foreign individuals may only buy in projects approved for foreign ownership as published by the Department of Construction, within 30% of the units in each tower, for a maximum of 50 years (renewable). In the latest list Realtique tracks (164 projects, updated 19–20 October 2026), neither La Pura nor Lusso Saigon appears — see can foreigners buy property in Vietnam and the 30% quota explained. That does not mean the project cannot be sold to foreigners; it means there is no document yet, and a foreign buyer should not pay a deposit before there is.

Overseas Vietnamese who still hold Vietnamese citizenship buy as domestic citizens; people of Vietnamese origin without citizenship are treated as foreigners unless they fall under the special cases of the 2024 Land Law — check nationality papers before choosing how to hold title. Clients holding Chinese nationality should read the specific note in Realtique’s Chinese-language edition.

Five Things to Check Before Reserving at Lusso Saigon

  1. The Department of Construction’s eligibility-for-sale notice and the construction permit for the exact tower you are buying in — sign a sale and purchase agreement only once they exist; before that, any payment is a refundable “reservation” and the refund conditions must be written down.
  2. The brand and operating agreement with WorldHotels: term, termination conditions, who pays the brand fee, and what happens to services if the agreement ends before you resell.
  3. The operating fee schedule per m² per month and the list of pay-per-use services — ask for the draft building management rules; this is the number that moves rental yield most.
  4. A developer-stamped price list, payment schedule and bank guarantee for money paid in; do not negotiate from brokerage-site prices.
  5. Infrastructure as it will be on handover day: Highway 13 is being widened until end-2028 and the metro has only reached land clearance — drive the real peak-hour route from the project to Thu Duc, Binh Thanh and the airport before deciding, and price the rent on that route.

Two notes on the developer: Phat Dat is simultaneously a partner in the Lotte Eco Smart City complex in Thu Thiem (35% of Lotte Properties HCMC, ground broken 23 October 2026) (VnExpress, 23 Oct 2026 (Lotte Eco Smart City); Vietnamese analysis here) — meaning the company’s resources are spread across several large projects at once; and mortgage rates remain high even though the Big Four have cut deposit rates (loan interest rates 2026). Both are reasons to check actual site progress rather than trust a handover calendar.

Frequently Asked Questions

Where is Lusso Saigon — is it in central Saigon?
No. Lusso Saigon WorldHotels Residences sits inside Phat Dat’s La Pura township on Highway 13 in the former Thuan An area of Binh Duong, which became part of Ho Chi Minh City in 2025 — the north-east gateway next to the old Thu Duc City. “Saigon” in the name is a commercial choice.

Who is the developer of Lusso Saigon and who operates it?
The developer is Phat Dat Real Estate Development Corp. (PDR, listed on HOSE). WorldHotels — a soft brand of BWH Hotels with about 160 hotels and close to 50,000 rooms — manages operations under the WorldHotels Residences model.

What does the “largest in Asia-Pacific” title mean?
On 17 October 2026 BWH Hotels recognised Lusso Saigon as the largest WorldHotels Branded Residences complex in Asia-Pacific within the WorldHotels system. It compares scale inside one brand system and is awarded by the operating partner itself; it is not an independent ranking of quality or price.

How many units does Lusso Saigon have and what are the prices?
As of 26 October 2026 the developer has not published the unit mix or prices through the press. One distributor announcement (VnExpress, 3 April 2026) speaks of two towers with about 1,136 apartments; prices circulating on brokerage sites are unverified. Ask for a developer-stamped price list and the eligibility-for-sale notice before paying a deposit.

Can foreigners buy at Lusso Saigon? Can they rent?
Renting is open to any foreigner regardless of lists. Buying is possible only if the project is on the Department of Construction’s list of projects approved for foreign ownership, within 30% of units per tower, for up to 50 years. In the latest list Realtique tracks (164 projects, 19–20 October 2026) neither La Pura nor Lusso Saigon appears — foreign buyers should wait for the document.

When will Highway 13 be widened and when will the Thu Dau Mot – Tao Dan metro run?
The Highway 13 widening to 60 m (10–14 lanes, about VND 21,000bn) runs 2026–2028 with opening targeted for end-2028. The Thu Dau Mot – Tao Dan metro (33.2 km, 24 stations) had its VND 36,586bn land-clearance plan approved on 24 October 2026, with construction planned for December 2026 and completion targeted for 2030; station C9 opposite La Pura is a planning position cited by the developer, with no station design yet. All dates are plans and may change.

⚠️ Note: Compiled from public sources available by the morning of 26 October 2026 (Dan Tri 20 Mar; Bao Dau Tu and CafeLand 9 Mar; VnExpress 3 Apr, 19 Oct, 22 Oct and 23 Oct; Tuoi Tre 24 Oct; Thanh Nien 26 Oct; Cau Duong Viet Nam 25 Aug). Most project information comes from the developer and sponsored features; the unit mix, prices and sales licence have not been officially published in the press. Infrastructure dates (Highway 13 end-2028, metro start Dec 2026, operation 2030) are plans and may change.
